As the mainstay of the national defense, military is the pillar of national development and safety. Therefore, to build the military to a modernized and normalized one with strong battle effectiveness is a historical task. Troops that quarter at remote area usually undertake important task, therefore, whether its officers can keep their mind on their work can heavily influence its battle effectiveness and task's accomplishment. It is a problem worth concerning. The evaluation of turnover intention of the officers from the troops that quarter at remote area is the key point of this paper. This paper will ascertain the factors which deep effect officers'turnover decision, and then give some advice to make the officers keep their mind to their work.This paper first reviewed the MADM theory and turnover intention, and described the treatment of military officers nowadays. On this basis, this paper layout the procedure of the research, that is, to fix on the elements that affect the decision of the turnover intension, select a troop in Jilin province to make the investigation questionnaire, put out the investigation questionnaire to get the data, deal with the data by using statistical method. In general, the officers of the troops that quarter at remote area is not very satisfied with the elements that affect the turnover intention.After that, based on MADM theory and AHP method, this paper established a system that evaluates the turnover intension of the officers of troops quarter at remote area, the score of the system is not high, which also shows that the officers turnover intension is high.At last, this paper discussed the importance of the elements to the turnover intension, and then give 5 advices to improve the environments that the officers live in, that is, thinking much of the family element, being serous about appointing cadres, continuing to improve officers'treatment, improve officers'working environments and make better the turnover policy.
