The whole paper is divided into 7 chapters:General introduction to the project's,present status and blueprint, and basis,Goals and principles,Overall layout and group design,Public transportation system and site,Tourism development,Evaluation of the project's impact on the environment,Green coverage。The first chapter defines the aspects that the plan includes, and provids an analysis of the culture, traffic and communication, power supply, natural environment. In chapter 2 the goal is stated:making the project a national ecological tourism prototype --- fore sighting, sustainable and environmental friendly.As the core of the whole paper, chapter 3 layout the plan of emphasizing on developing the villages into centers where both the resource and function can be fully utilized to construct a grand tourism area, on the basis of prudent planning and construction of specific area. In the process of infrastructure construction, using various method to promote the culture of Mt.Shuangfeng which is constituted by ancient village culture Hanxiao Culture and local traditions, to emphasize its unique place and distinctive locality in China's culture.A scientific and comprehensive blueprint of the transportation system and site is introduced in chapter 4. The blueprint is designed from the following aspects:means of transportation, infrastructure and management. It put the mountainous terrain, travel routes, traffic, population, and scenic spot into major consideration. Chapter 5 analyzed tourism market, and proposed the principle "put culture and history as the core, and ecology and nature the major role." Chapter 7 evaluated the project's impact on the environment; designed specific management of waste water, garbage, and excretions; divided the environmental protection methods into different levels according to time-span. It also provided detailed plan regarding the green cover.
