A Study On The System Of Central Government Financial Support For Agricultural Insurance

As an important disaster compensation system, Agricultural insurance would have a negligible effect in stabilizing agricultural production and income of the farmers, is also one of the important direction of "green box" policy under the framework of WTO. In the new round of agricultural insurance trial, The Ministry of Finance and local governments both support agricultural insurance. Under this situation, Financial support for agricultural insurance has become an important research topic. This paper studies the subject from the perspective of the Ministry of Finance to support agricultural insurance.Firstly, this article introduces the background and significance of this study, and summarizes the related domestic and foreign research. Secondly, from the perspective of microeconomics, this paper proves that financial support is a necessary condition for the development of agricultural insurance. Thirdly, this article summarizes the achievements and shortcomings of the trial, and proves that the central financial support is a necessary condition for the development of agricultural insurance. Then, this paper analyzes the status, characteristics and problems that the central financial support agricultural insurance, and summarizes the foreign financial supports policy and experience. On this basis, this paper put forward a vision regarding the framework of central government financial support for Agricultural Insurance, from the policy objectives, organizational structure, roles and the scope, methods and intensity of support and supervision of the department. At last, the article estimates the fund size of central government financial support for Agricultural Insurance, the results proves to be feasible.
