| Land Consolidation is by taking various measures, to fields, water, roads,forest,village comprehensive treatment and improve quality of cultivated land,increase the effective area of arable land and improve the agro-ecological conditions and ecological environment behavior.Land consolidation is to improve the soil quality, promoting intensive land use and important means.Since the 20th century,90 years, China's land consolidation will be integrated into the normal business areas of land management department,have been carrying out a lot of work,national and local levels of government have been allocated to a large number of special funds.According to the National land use planning,by 2020,agricultural land and to fulfill the order of not less than 43.3333 million hm2, if the inputs by an average of 2,000 yuan per mu to calculate the year 2020 to invest in land improvement and about 1.2 trillion yuan.Such a huge financial and human resources into whether the land consolidation targets, how much actually produced the economic, social and ecological benefits,the extent to which increased land productivity and a series of questions must be in carrying out a comprehensive benefit evaluation of land consolidation projects be carried out after the judge and answer.To establish a scientific sound land management performance evaluation system, and vigorously carry out performance evaluation,not only help improve the investment decision-making level in order to provide a basis for land management policy formulation, but also helps to detect and correct deviations in the project organization and implementation to maximize the achieve the objectives of the project is expected to promote land consolidation project to maximize efficiency, improve the level of project implementation.How to objectively analyze the true effect of the implementation of evaluation projects will be whether the cause of China's sustained development of land consolidation and achieve the desired results of the major problems.In this paper draw on a multi-level multi-objective comprehensive evaluation index system of the theory and methods to Sui Town Jianning County, Fujian Province as an example of land consolidation project to explore the comprehensive benefits of land consolidation project evaluation methods, build, including economic,social and ecological efficiency indicators of the land consolidation project evaluation index system of comprehensive benefits,using AHP to determine the weight of indicators and using fuzzy comprehensive evaluation method of land preparation works of the ecological,economic and social results to evaluate the quantitative assessment with a view to the land consolidation project Comprehensive benefit evaluation of research and practice of providing a scientific basis. The results showed that:Economic evaluation as "good" social assessment as "good" eco-efficiency assessment as "good" comprehensive benefit evaluation as "good." Sui Ning County Town land consolidation after the acceptance of results also show that the area of farmland after finishing, basically meeting the standards of neat terraces into the land of flatness than in the past has been greatly enhanced;farmland water conservancy project is basically can guarantee the irrigation needs of district,road traffic conditions,agricultural wind erosion control conditions and agro-ecological environment have been greatly improved.
