Research On The Division Of Major Function Zones In Inner Mongolia Autonomous Region

The division of major function zones is a brand-new concept that is put forward in the outline of the Eleventh Five-Year Plan, it is a great innovation to the management of space of land and space development ideas and strategies for our country, it enrich and deepen coordinated regional development strategy, it has an important realistic meanings. And the contradiction between the bearing capacity of resource environment and the fast-developing of economy in the Inner Mongolia Autonomous Region is conspicuous day by day, and it is extremely uneven development between the urban and rural areas. So, the proposition of major function zones is a great strategic opportunity to Inner Mongolia Autonomous Region, and it is significant to realize the sustainable development of its economics and society.This paper takes Inner Mongolia Autonomous Region as a case study, consulting the existing basic thinking and principle of provincial division of major function zones, after analysis of the natural environment, economics, trying to construct a system of 3 big subsystem-the bearing capacity of resource environment, the density of development and potentiality to be exploited, which consisting of 7 levels and 14 indicators index, choosing 101 banners, counties, the cities (district)s of the whole district as the basic division units, using the software of statistical analysis and the methods of comprehensive evaluation assessment of statistics in cluster's analysis, and combining the three-dimensional magic cube picture, following the principles that the division result of provincial is identical with the division of national result, dividing the Inner Mongolia Autonomous Region into two function zones: major and restricted development zone, adopting the method of dominant factors to amend the result. And according to the technical regulation of provincial division of major function zones to confirm the range of prohibited development zone, and at last proposing the suggestion of the policy on the regional development to the different kinds of major function zones. The conclusions are:(1)There are 35 banners, counties, the cities (district)s are major development zones and 66 banners, counties, the cities (district)s are restricted development zones in Inner Mongolia Autonomous Region, and the prohibited development zones of Inner Mongolia Autonomous Region include 202 nature reserves, 3 scenic spots, 49 Forest Parks, 8 geological parks and 63 important water protection zones.(2)To promote the major development zones①Improve the basic construction of facilities②Form cluster of the advantage industries③Create the good investment environment④Perfect the urban system⑤Protect ecological environment; To promote the restricted development zones①Set up ecological compensation mechanism and improve the basic construction of facilities②Promote the forming of the standardized financial transfer payment system③Realize the basic public service equally④Arrange the distribute of population rationally; To promote the protected development zones①To some protected development zones(mainly include nature reserve, forest park), forbid all development activities that do not accord with functional demand of the subject②To some protected development zones(mainly include the scenic spot)under protecting the natural and ecological prerequisite, carry on the appropriate human activity in the capacity of the ecological environment③Improve the regional management system of the development zones of all kinds of prohibition.
