The Study Of The Expression Mechanism Of The Farmers Demand For Public Goods

China is a large agricultural country,agriculture,rural areas and farmers have always been big problems that the development of economy and society faced in China,but at this stage,the imbalance between the public goods supply and demand is particularly serious.The crux of this problem is that our country has pursued the top-down government-led model of supply for a long time,because of this,the farmers can not effectively express their demand will,allowing the supply of public goods in rural areas difficult to reconcile with the actual demand of the farmers.Therefore,to build the expression mechanism of the farmers demand for public goods has become the key to a balanced supply and demand,which is the starting point and the end-result of this research project.This paper is divided into four parts:Part one,general theoretical analysis of the expression of the demand for public goods.First,clear some related concepts,such as public goods in rural areas,the expression of demand for public goods,the expression mechanism of the farmers demand for public goods,as well as the constituent elements of the demand expression,and then detail the relationship between the public choice theory and the public goods supply, as well as the relationship between the political system theory and the demand expression.Part two,discuss the mechanism of the rural public goods demand in depth.First,analyse the status that the public goods supply and demand in rural is off balance,pointing out that the total imbalance,structural imbalance and geographical imbalance are particularly serious,which is in the severity of the urgent need to express the demand of farmers,but the institutional expression is powerless,ineffective at present,and there are some other problems,which is a serious obstacle to the farmers demand expression.In the case of frustration,farmers may choose non-institutional forms to express,however,non-institutional expression is of great limitations,that not only affects the results of the expression,but also is a threat to social stability,thus,to build a mechanism to express the farmers demand for public goods is imperative.Part three,build a structural mechanism of the farmers demand expression. According to Easton's political system theory,not all people's wishes are able to become requirements to enter the political system,this process is affected by the regulation of a number of structural factors,these structural factors play a role to inhibit or promote the conversion of desire,the more structure sites,more requirements we can enter the political system.In order to enhance the effectiveness of the farmers public goods expression,a sufficient number of structural arrangements and effective structural operation are crucial,therefore,in this part,propose to build a structural mechanism of the farmers demand expression,the concrete measures are to improve the level of farmer organizations,develop the rural local self-government, open up institutional channels of expression,as well as regulate non-institutionalized expression.Part four,build a cultural mechanism of the farmers demand expression. According to Easton's political system theory,in addition to structural factors,cultural norms also affect the conversion of desire.The political rights awareness,subjective consciousness,and ideas belong to the scope of the cultural norms,cultural norms guide the behavior choices of members of society,regulate the conversion of desire and the input of requirements to the political system,to a certain extent,it can be said that to build a cultural mechanism is more fundamental than to build a structural mechanism.Therefore,in this part,propose to build a cultural mechanism of the farmers demand expression,and go into details from cultivating farmers'awareness of their rights of access to public goods to stimulating their self-consciousness to supply public goods.In this paper,the public choice theory and the political system theory are theory tools,and put forward to build a structural mechanism and a cultural mechanism of the farmers demand expression using the political system theory as an analytical framework of this study,therefore,the focus of this article is in part three and part four.
