Cost management of the engineering project is one of important work in project management.A successful project needs a perfect plan, more over needs a perfect cost management method. In the process of realizing an engineering project, the factors such as cost, quality, schedule, range, risk and so on will directly or indirectly influence the success of the project. To carry out effective management of cost, using integrated management which is one part of modern times project management is needed to manage the costs, quality, schedule of the project.Through analyzing cost management, integrated management and total cost management, the theory of integrated management of total factors affecting cost is raised.Studying the management method and model of the theory and the theory is putted into an engineering instance to verify the practicability of the method and model.Firstly, cost, quality and schedule which are the main factors of engineering project management is integrated as a whole. The base of integrated management of total factors is established.Secondly, correlation of the main factors is analyzed and according to the earned valve management, earned quality valve management and quality cost management, integrated management of total factors which integrates cost, quality and schedule is raised. Finally, using analytic hierarchy process and fuzzy comprehensive evaluation, the model of integrated management of total factors affecting cost is established. Effectiveness of the theory is verified though empirical analysis.Rudimental method and model of integrated management of total factors which focus on the cost is established. The theory is aimed at improving the coordinate of the project, the benefit of the cost management and increasing the value of the project ultimately. The method of integrated management of project is further perfected.
