Based on lucubrating the business administration for peak and frequency regulation power plants, we build a framework that includes business administration evaluation indexes such as financial performance, economic efficiency, social responsibility, manufacturing operation, security, administration competence and technical innovation which are scientific and comprehensive, from the point of view of external operations and internal management. The assessment model used for assessing the business administration competence for peak and frequency regulation power plants based on Benchmarking Theory was built through Radar-graph approach; meanwhile, we validate the selection principles of benchmarking companies and the calculating approach to assess the model. We can intuitionisticly acknowledge the business administration for peak and frequency regulation power plants by assessing the model, thus provide the diagnostic control for the plants. For illustrative purposes we provide an example, thus assess the problems of the company according to the results and provide Specific Strategic proposals.
