Cement industry has been a high pollution, high energy-consuming industry as well as a large carbon dioxide emitter. CDM project development in the cement industry will bring environmental benefits and significant economic benefits to this industry. But most of the domestic CDM projects in the cement industry are the waste heat power generation projects, only few are resource-comprehensive utilization projects, such as fuel and raw material substitution, increasing the blend. The number of these projects is relatively small and the type of emission reduction is very limited. Therefore, the research on CDM project development in the field of comprehensive utilization of resources in the cement industry in China is still in its infancy.This article discusses the significance of cement enterprises to participate in CDM projects and the potential of CDM project development in the cement industry, based on the research on the status of the CDM project development in cement industry and the cement industry's own characteristics. It concludes that the CDM project development in the fields of fuel substitution raw material substitution and increasing the blend is full of potential room for growth. In this way, it provides the theoretical guidance for cement enterprises to select proper type of projects and develop CDM projects based on their own conditions.With the regard to the distinct characteristics of the cement industry, this article summarizes the related methodologies including waste heat power generation,fuel substitution,raw material substitution and increasing the blend, which are suitable for the CDM project development in the cement industry. In combination with the specific methodology ACM0015 "Consolidated baseline and monitoring methodology for project activities using alternative raw materials that do not contain carbonates for clinker manufacturing in cement kilns", the article discusses the key issues of the CDM methodologies in the cement industry, such as baseline setting and demonstration of additionality, and gives reasonable setting methods and assessment steps, it also provides advice for cement enterprises to select proper methodologies according to their own characteristics.With the example of "one of CDM projects referring to the cement clinker production using calcium carbide residue as raw material in SiChuan Province", the article systematically discusses the key issues of the CDM used in the field of comprehensive utilization of resources in cement industry. The application of the baseline and monitoring methodology,duration of the project activity/crediting period and environmental impacts and so on are analyzed in details. Through the Excel computer program, it can conclude that the CDM project in the field of raw material substitution can reach an annual carbon dioxide emission reduction of 28.5 million tones, consume 632 thousand tons of Calcium Carbide residues and save 846.8 thousand tons of limestone. Through this case study, the article provides practical information for cement enterprises to utilize CDM to promote comprehensive utilization of resources. Meanwhile, it also provides a guidance and reference for cement enterprises in the CDM project development from the process of project development to the methodology selection.
