The Discussion Of The Baseline Methodology Of CBM/CMM Power Generation CDM Projects

The global warming obtained the attentions of various countries. In 1997 passed "the Kyoto Protocol" in the Japanese Kyoto. Three mechanisms were proposed in the Protocol to help industrialized countries reducing the CO2 emissions. Through one of that three mechanisms Clean Development Mechanism (CDM), it is available for industrialized countries to get the certified emission reductions by develop projects in developing countries, meanwhile developing countries can obtain the fund and the advanced technical support, to achieve sustainable development.Coal Bed Methane (CBM) resource in China is very rich, but the utilization rate is low, methane emissions from coal mining led to frequent gas accidents, which is the major threat on mine safety. Besides, the greenhouse effect of CH4 which is the main ingredient of CBM is 20 times than CO2, this is also one of the main reasons of global atmospheric warming, coal mine methane (CMM) problem has aroused the Chinese government attaching great importance to it.At present, domestic and foreign governments and special agencies have invested a lot of energy to research and popularize the CDM and also achieved certain results on the baseline methodological issues, the world has passed the registration of approved consolidated methodology for CBM and CMM capture and comprehensive utilization. But domestic institutions have not introduced this methodology. For the reason of domestic enterprises do not quite understand the CDM mechanism, unable to effectively take advantage of the CDM to promote the use of CBM resources. Also there are no uniform guide and patterns of baseline methodology which is core of the CDM. So it is very difficult to implement CDM projects on comprehensive utilization of CBM. This paper introduces the CDM background, significance, research state, gas and CDM theory, continue to expound the baseline and other related issues to help Chinese enterprises more comprehensive understand the CDM. Then summed up a suit of procedures of baseline methodologies on gas generation CDM projects, through analyzed the baseline methodologies of ACM0008 and ACM0002, and the steps of additional evaluation. Finally take the case of Xiao Tun mine of Yan Kuang Ltd. gas power generation, discuss the procedures specific application in our CBM and CMM power generation projects.Based on all the analysis, this paper deems that CBM and CMM power generation in China is according with the request of CDM project, and development of CDM project is of practical, also there will be huge opportunities for China to develop CDM in the next few years, particularly in the field of CBM and CMM power generation. This paper introduce and apply the methodology of ACM0008 on CMM power generation project for the first time, and discuss the baseline methodology of CBM and CMM power generation projects, try to be the first demonstration of China coal enterprises to imply CDM projects on CMM extraction and utilization, in the hope of helping China promote CDM use in the field of CBM and CMM generating.
