Research On Human Capital Allocation System On The Background Of Integration Of Urban And Rural

Human capital is core capital of economy times, the human capital accumulation, how the condition of planning, deploying and applying is directly related to one country's or region's speed, mass and potential economic and social development, and the economic growth condition is directly related to their course of urbanization and organizational level, and directly effect to one countryside integration course. This paper has some ideas about theories of human capital and human capital allocation system. With the current situation inspecting Chengdu City human capital allocation system, have analyzed the main human capital allocation system factor that restricting Chengdu City and countryside integration course. And give some suggestions for further improving efficiency of human capital allocation and promote the course of urban and rural allocation.The main structure of this article is arranged as follows:The first chapter is an introduction, including the background of this study, the significance of topics, defines of the problem and the researching method and structure of this study. The second chapter is a detailed study about literature and theory of human capital, human capital allocation system and the urban-rural integration.The third chapter analyzes the present situation and problem of the allocation of human capital of Chengdu. The fourth chapter analyzes the barriers of the human capital allocation system on the background of the urban-rural Integration of Chengdu. The fifth chapter lists the relevant system in Taiwan and gives some tips and references to Chengdu on the urban-rural integration. The sixth chapter gives the main conclusions and policy recommendations from this article, just through reform and improve urban and rural capital human allocation and perfect system security; establishing unified human capital market, and promoting mutual interaction of human capital; developing mature human capital body; Increasing the education investment and resolving the contradiction between the college talent cultivation needs system and the social demands; implementating the market information projects of human capital and promoting the process of urbanization.
