Our country is a large agricultural country in population. The agriculture and rural economy of our country have been relatively developed on a large scale since reform and opening-up more than 20 years. But city and countryside gap has been more and more obvious. Amounts of surplus labor stay in the countryside. A large amount of surplus labor can't transfer effectively to the city and stay in countryside mainly, so changing the traditional rural society into the urban society through transformation of the rural labor is the only way to realize great rejuvenation in the 21st century. At the transformation condition of the workforce, this paper divides the rural workforce into the human capital and non-human capital workforce and expands the theory of human capital. On the basis of finding out about local humane social environment fully through the questionnaire investigations of farmer households of Yang Xian of Han Zhong and the face-to-face conversations with the relevant departments, farmer households, the paper analyzes the materials surveyed and studied with horizontal and longitudinal method, and clears the meanings of the human capital and non-human capital. Obtaining the characteristics of capital human and non-human capital workforce through comparing two terms difference of workforce, the text clear the meanings of the human capital and non-human capital and put forward transformation conditions of the rural labor.Chapter 1 Introduction The chapter is the introduction of the background, purpose, meaning and method in which domestic and international relevant research overview and the possible innovation of the article.Chapter 2 The rural labor shifts relevant theories and external experience This chapter defines workforce's market segmentation theory, the theory of level. We can draw lessons from the foreign and successful transformation mode and analyze its role in workforce's transfer process.Chapter 3 Relation of human capital and non-human capital This chapter is mainly according to the workforce with capital of labor and rare intensity capital of labor divide into the human capital and non-human capital. We have further defined the intension of human capital workforce and non-human capital from exclusively caparisoning of two type labors and capital of labor. We know the human resources state existing in the countryside more clearly. We look for the valid transformation way suitable for the national conditions of our country more in practice and offer motive force for developing with the modernization in rural economy of our country. It is not only good to Satisfied each labor's own will, but also good to solve the problem of economic development of the whole area like this. Finally, reach the goal of national people's common prosperity.
