The ability of keeping a huge labour force in a city was eliminated, so large amount of peasant worker returned to their hometown. By the end of 2008 there were more than 32,000,000 peasant worker returned to their hometown, more than 2,600,000 of them started an undertaking or willing to. Now, the peasant workers who returned hometown and started an undertaking or willing to had become a focal point.The issue about agriculture, countryside and peasants, is a important strategy problem that the Central Committee of the Communist Party of China pay more attention to it. Party and the government pay attention to stimulate peasant to play the role of main body effect in modernizing construction in rural area into play to promote development of agriculture and the rural area advancement of society. Encouraging returned peasant workers to start an undertaking is for the aim of carring out the spirit of "people oriented", and respecting the people as the master of this country, and cheering up the people's pioneering spirit. Party and the country have carried out a series policy to situmilate returned peasant workers to start an undertaking. simultaneously, cities respectively carried out more and more policies and measures to responding to Party and country policy.As huge scale of returned peasant workers and the government cellibrates them to start an undertaking, study on the effect of the starting an undertaking policy to the returned peasant workers who had started an undertaking or willing to be the focus point of the Party and the government. Researching on the effect of the starting an undertaking policy to the returned peasant workers who had started an undertaking or willing to has had stronger practical or immediate significance and theory significance also right away.Questionnaires survey, case interview, document study, ect. were used in this research. Qualitative research method and quantitive research method were used. Reserching structure causes to the reasons why the returned peasant workers attempted to start an undertaking on the fundamental sociology theory and analysing the logical mechanism between the structure causes and starting an undertaking. Linking current reality of our country and the fundamental theory of sociology, a fundamental hypothesis had put forward, that is policy is a key variable to effect the returned peasant workers to start an undertaking.And divided this basic supposition into three sub-suppositions:Supposition 1, starting an undertaking policy influence peasant workers' starting an undertaking consciousness; Supposition 2, starting an undertaking policy influence peasant workers' starting an undertaking opportunity; Supposition 3, starting an undertaking policy influence returned peasant workers' starting an undertaking quality.This research has carried on the investigation, the statistic analysis based on the social investigation research technique.The basic supposition divided into the above three sub-suppositions to carry on the confirmation:Supposition 1 is partly confirmed; Supposition 2 and Supposition 3 is confirmed.
