Vocational training has been existing for nearly thirty years in our country and playing a significant role in improving workers'quality and skills. In the context that competition in the overall national strength has focused on the term of human resources and that the science and technology has leapt forward in recent years, the occupational stress of labors from all walks has further stranded out. Having a large population, our country is not only facing the huge employment pressure, but also shouldering the excessive economic and social burden from the unemployment.. As an important measure for imparting and improving workers'vocational skills, vocational training was not able to realize its due social function just because of the institutional deficit. Therefore, the main attention was paid to the institutional innovations of vocational training in this research.This research talked the human capital theory as the research angle of view. After a preliminary investigation, two basic suppositions was proposed:one is that the quality of workers'vocational training was low in our country; the other is that the quality of workers'vocational training was influenced by factors such as training opportunities, training demands, training supplies and training costs. On this basis, and after a massive questionnaire survey and detailed case interviews on the basic situation of workers'vocational training in Changsha, as well as reviews of the literature material, these viewpoints were discovered as follow:firstly, workers in our country had few and imbalanced oppor tunity to get vocational training; secondly, workers had low vocational-training demands; thirdly, workers'vocational-training motivation was inexplicit, with many people being passive to get training and placing more emphasis on forms and certificates; the forth, workers' latitude to make choice for vocational training was rather narrow; the last, the employers didn't establish perfect incentive vocational-training mechanism. In a word, vocational training in our country was deficient and imbalanced in quality and also ineffective in quality. After drawing the basic conclusions, this paper multi analyses and explored some relative problems in vocational training, such as the sharing of benefits and costs, functional localization, the feasibility of institutional innovations.Finally, this paper proposed the basic ideas about the innovation of workers'vocational-training institution in our country:Firstly, expands the professional manager opportunity; Secondly, shares the professional manager cost; Thirdly, establishes the worker professional manager account; The fourth, advancement marketability training service; The last, consummation professional manager incentive mechanism.
