In China, there are many the resource-based cities which were established and developed owing to mineral resources developed and found. In these cities, the resource-based industries are the city's economic dominance with the development and processing of non-renewable resources. More and more resource-based city come into the mature period of exploitation and resource exhaustion period because of the finite and non-regenerate characteristics of resources. Therefore, many problems have been raised in some resource-based cities, and some of resource-exhausted cities have gotten into trouble and serious socio-economic conflicts. In order to prevent some positive growth stages of resource-based cities in the future is difficult situation of economic development, taking Xinjiang Karamay as sample, and analyses in industry transformation of resources city realizing growth and urban development strategies of transformation. And hope for more resources providing reference and urban development.Karamay which is the paper's sample city is a typical resource-driven city that was built for petroleum exploration and exploitation. Beside the objective causes of out-of-the-way geographic position and the deficiency of water, the monotone of the city in the aspects of economic ingredient industry structure, nature resources, and human resource structure made a big obstacle to her sustainable economy development. Industry transformation is the certain way for solution of the above problems. This thesis uses the basic principles of the theories of industrial economics, regional economics, which are for industry transformation to research the transformation guide rules model, target, phase, key strategic points and implementation of the strategy.This paper points out that the transformation of resources city is not only the original resources industry transformation, but also the whole city more should is to realize the transition, Keramayi economy great-leap-forward development, should make full use of "Opportunity" and "Location Advantage", construct the North of Xinjiang regional central cities, the transformation and the city economic development strategy.The transformation of resources city is a systems engineering.
