With the industrialization progresses and the technology development, resources becomeessential elements of human economic activity. Human economic development can not be separated fromresources. While a large number of mineral resources is widely used in many industries, resulting inincreasing the demand amount of resources is more and more, leading to mass exploitation of mineralresources. The early days of our country founded, resource-abundant areas began to appear resource-basedcities which used resource-based industries as the lead, due to the country’s energetic development of heavyindustry, the resource-based industries take the extensive mode development policy, leading to the rapiddevelopment of resource-based industries, resource-based industries make the economy of resource-basedcities rapidly growth and prospered. After90years of the20th century, due to the predatory mining,resource-based industry began to decline in some regions. In many resource-based cities,the developmentof mineral resources is entering a recession, and even in some regions have the risk of resource depletion.In addition, with the internationalization strengthening and development of international trade, the mineralresources price is lower and will be great impacted by the world energy market prices. Once the energymarket price volatility, it’s bound to be a significant impact on those who rely on resource exploitation andprocessing industry. The development of resource-based industries will suffer heavy losses. Seen from thepath of development of the resource-based cities, with the mines dried up, the city will decline too, therestructuring is inevitable move. However, Instead of waiting for the passive transformation that asearly as decide the positive transformation. Cause the development of resource-based cities in trouble,china’s economic development will be restricted, development of resource-based industries will befrustrated and further promote the industrialization of our country will be impeded. Mineral resourcesmined through extractive industries, manufactured semi-finished products through the primary processingindustry, again manufactured through deep processing industry the high value-added products with hightechnology content. Extractive industries and primary processing in the upstream industry chain, producefinished products with low added value, the cost of labor and more serious environmental pollution. Keyindustries in most of the resource-based cities in China are in the upstream industry chain. Therefore, the develop of the resource-based industries inevitably to the industry chain downstream deep processingindustry development, and we must vigorously implement circular economy.On the point of resource-based city, this paper defined the connotation of resource-based city (orindustry) theoretically, and introduced the industry chain into the development of resources industry, andanalyed the the stage of development of resource-based industrial chain. According to the development ofresource-based industrial chain from upstream to downstream stages, it is necessity and urgency that wecould deeply analyse its industry development, and reache a conclusion of resource-based city. Thefundamental method of resource-based cities is starting from the resource-based industries, break thesituation that relying on a single industry, try to integrate the advantageous resources. As how torestructuring issues, from the analysis of the industries of the resource-based cities, reaching a conclusionthat resource-based industry have to optimize its industrial structure, reducing the proportion of miningindustry, primary processing industry in resource-based industries, and promoting deep processingindustry’s proportion. Besides, develop recycling economy can also help resource-based industry health andsustainable. Therefore, the industrial transformation of resource-based cities is an inevitable choice. Hebi,of the HeNan province, as a typical resource-based city, is a major case of this paper, from studying itsindustrial transformation and industrial restructuring, this paper suggest some industrial transformationrecommendations at last, this would be very helpful to Hebi and other resource-based cities in China.
