Since the reform and opening up, Jilin Province has made considerable great progress on economic and social undertakings. but still had disparity with southeast Developed regions.The total economic scale is small, still got a slowly development,these are the basic situation in Jilin Province. In the Northeast of china, each province had made their own self-development plan to get a variety policy resources, then Jilin Province must facing a coexist situation with cooperation and competition. So, Jilin Province should actively expand the development ideas, to promote the Tumenjiang River Area develop exploitation, with the state strategic to revitalize the Northeast Old Industrial Bases, to break a variety of internal and external negative factors, the advantage of up-to-dater, to achieve regional economic and social development faster.The Development Programmer of Tumenjiang River Area had been proposed in the 1990's, it was supported and concerned by the Northeast Asian countries, and have achieved some successful results.But there are still a range of internal and external factors restricting the development, therefore, the programmer developmental delay and limited. How to crack and speed up development,as the "China international cooperated Development Plan in Tumenjiang River Area-Chang(chun) Ji(lin) Tu(menjiang) will be the pilot zone" was promulgated,it will brought a new historical opportunity for Tumenjiang River Area,and it will be most important not only for Jilin Province, also is very profound for the significance of national implementation of the strategy.The Research of this thesis divided into five parts:in the first part including the background, contents, purpose and methods. In the second part mainly introduce the focuses on the comprehensive background of Tumenjiang River Area Development.
