With the development of market economy and the accelerated process of urbanization, Chinese real estate market is gradually emerging a series of outstanding issues. Such as real estate investment in overheated, housing prices rose too quickly, the housing supply structure is irrational, the real estate market disorder, etc. Attracted extensive attention from the whole society, and thus lead to all sorts of unfavorable economic and social development of Chinese contradictions. With the real estate market a variety of problems, Chinese urban residents increased housing pressures are growing, especially for low-income sectors is concerned, rising house prices and income levels of residents in a serious imbalance. To protect the interests of low-income and to solve the housing difficulties of low-income groups, has become the focus of government's macro-control policy. Chinese urban residents to improve housing affordability and solve the housing difficulties of the masses, is building a socialist harmonious society, a necessary requirement. In this economic environment and policy context, the study of Chinese townspeople's housing affordability, have a greater practical significance.This paper bases on the housing price to income ratio theory, and apply theory with practice, qualitative analysis combined with quantitative analysis, normative analysis combined with empirical analysis and comparative analysis method. The paper takes Xi'an real estate market for the empirical analysis. Select the first-tier and some second-tier cities with a representative of a typical city for comparative analysis with Xi'an to study Chinese townspeople's housing affordability. Furthermore, proposed to increase housing affordability policy recommendations. Hope that through study the index of housing price to income ratio, and takes Xi'an for example, to empirical analysis of the townspeople's housing affordability. Seeking to improve Chinese townspeople's housing affordability measures. Control the overheated investment, housing prices rose too fast, etc. And hope for the government, real estate developers and home buyers in the future decision-making are useful reference value. Thus, the stability of the real estate market prices, and solve the housing problems of survival. Make the real estate market remains healthy and orderly development. The promotion of social harmony, safeguard social stability. And the masses are able to live and work.
