Research On Animation Industry Development In Heilongjiang Province

Animation industry belongs to cultural and creative industries. Animation industry refers to the creative ideas as the core, animation, comic manifested in the form, including animation books, newspapers, movies, televisions, audio and video products, stage plays and based on the means of modern information and communication technologies such as new varieties of animation directly to product development, production, publication, broadcast, performance and sales, as well as with the animation image of the clothing, toys, electronic games and other derivative products.The international animation industry rises in the early 20th century. It has become the pillar industries in developed countries, such as the United States, Japan, South Korea and so on.In the year 2008, the total value of global animation industry reaches 400 billion U. S. dollar, but the value of its derivative products exceeds 4000 billion U. S. dollar. The U.S. animation industry has exceeded the Hollywood film industry for 4 years; Japan animation industry's annual output value accounts for the first six in it's gross domestic products; South Korean animation industry has become a pillar of it's national economy in it's six industries. China's animation industry has developed rapidly. In 2008, animation industry output has been more than 18 billion Yuan. The govemment proposes to develop cultural industries including animation industry and has established some national animation bases in Shanghai and Hangzhou. The animation industry in Shanghai and Hangzhou lead to the sustainable development of China'animation industry.Heilongjiang Province is very rich in cultural resources. The government introduced policies to encourage and support the development of animation industry. However, the animation industry the animation industry of our province started late, so there is a bigger disparity compared with the cities which have developed animation industry at home and abroad. So researching the present situation and tactics of animation industry of our province has great theoretical significance and intellectual merit in promoting cultural industry and the related industries, building strong cultural province and promoting the eco-social to develop well and fast.This article systematically studied the current situation of policy support, enterprise development, personnel training and product development and studied problems and reasons to restrict the policy support, industries relevance, creative force, target marketing, personnel training, IPR, financing and investing.This article used the standard analysis and positive analysis to sum up the model of animation industry development of America, Japan, Korea and the cities of Shanghai and Hangzhou and the experience which supports the animation industry development of our province including exploiting overseas markets, strengthening standardized management, making complete animation industrial chain, building a good basis for industry development and personnel training.Based on the practical situation of the animation industry development of our province and the experiences of home and abroad, this article proposed suggestions and countermeasures including strengthening the policy support, optimizing environment, strengthening innovation, enhancing the enterprise competence, enhancing personnel training, developing industrial convergence and expanding new retail formats.
