Statistical Analysis Of Technical Efficiancy Growth On High-Tech Industry In China

Based on High-Tech industries in China, defined the concept of High-Tech industry and technological innovation, considered the different marginal benefits in the technology development phase and the technology transfer phase, with panel data from 2003 to 2007 in 30 regions, the paper analyzes the technical efficiency growth on High-Tech industry in China from both static and dynamic point of the view.According to the empirical analysis, the paper pointed out the insufficient capital investment in technology research and development of the innovation process in high-tech industrial, the irration of personnel structure; the digestion and absorption of imported technology, the lack of capacity; low rate in scientific and technological achievements, which lead to low level of technical innovation of high-tech industry in China.And finaly, the paper proposed to increase the intensity of capital investment in high-tech industry, reform the existing science and technology management system, be close contacted with local universities, created the enviroment for attracting and training and using talents, make good use of human resources, developed industrial base and so on, according to the specific circumstances of different regions.
