Research On The Technology Innovation Performance Evaluation Of Chinese High-tech Industry

As a strategic pillar industry of the national economy, the high-tech industry is an important force in promoting the optimization and upgrading of industrial structure, as well as in transforming the economic development pattern. Technology innovation is the core of the high-tech industry development and a source of improving its competitiveness. Therefore, in recent years, the government continued efforts to increase investment in high-tech industries, which results in that our high-tech industries have been expanding. It also plays an important leading role for China’s economic development. But, there are also many problems in the development process of the high-tech industry that must be resolved, such as the imbalance of the industrial distribution, unbalanced industrial structure and so on. Therefore, comprehensive measurement and evaluation of our high-tech industry technology innovation performance is significant. It can help us find the problem that should be refined and improved in the course of development of our high-tech industry, achieving the healthy and balanced development.Firstly, the paper defines high-tech and technology innovation performance, and makes an explanation about the dimensions and methods of the evaluation of technology innovation performance, in which we can find the deficiencies. Then the paper establishes the evaluation system of technology innovation performance about Chinese high-tech industry in three aspects:technology innovation ability, technology innovation efficiency and coordination development between the above. At last, the paper uses weighting method based on factor analysis, the DEA model and the coordination degree model to measure and evaluate these three aspects in order to achieve the comprehensive measure and evaluation of China’s high-tech industry technology innovation performance; at the same time, through the analysis of measure results of China’s high-tech industry technology innovation performance, we can find the problem restricting the promotion of China’s high-tech industry technology innovation performance and promotion strategies for China’s high-tech industry technology innovation performance.Based on the above logic structure, our conclusions of this study include:the technology innovation performance of Chinese high-tech industry is not very well; the level of technology innovation ability is low and it is different between every province; the development of technology innovation efficiency is imbalanced; the technology innovation has not achieved coordination development.
