Technology Innovation Efficiency In High-tech Industry In Western China

High technology industry is a strategic leading industry in the development ofour country’s national economy, it is an indispensable important role to change theway of China’s economic development and industrial structure adjustment, it is acomprehensive national strength by all countries.The research development activitiesof high technology industry own strong spillover effect, it can help the research anddevelopment department for the new products development, and it can help theindustry to improve productivity, at the same time, due to the knowledge also ownspillover effect, also increase the productivity of the whole society. With high addedvalue,high technology products are cost-effective products, are also a kind of lowcost, high output, and function is reasonable value product, the high-tech productshave a big profit space, namely the high technology industry also belong to high payindustry.At first,this article research the definition of high technology industry at homeand abroad, the selection of technical innovation efficiency rating indicator hascarried on the literature research, on the basis of them，the article analysis the currentsituation of high technology industry development in western of China. Then thearticle use SPSS17.0doing correlation analysis according to the selection ofindicators.Finally using data from2005-2012, choose variable scale efficiencymodel，that is BCC model of DEA model, efficiency is calculated by DEAPsoftware, the technical innovation efficiency is evaluate by decomposing into puretechnical innovation efficiency and scale efficiency analysis. The evaluation resultsshow that the main reason for the low efficiency of technological innovation due tothe current industry scale and the management level of decision making units and theallocation of resources capacity does not match, here are diminishing returns of scalein the western region high technology industry overall, it also suggests that overall,factors of production exist the waste phenomenon. From the industry perspective,pharmaceutical manufacturing, medical equipment and instrumentation manufacturing these two fully reflects its industry advantage, the state of scale rewardis constant basically; Aviation aircraft manufacturing industry is in a state ofdiminishing returns of scale, because of its particularity, involving national strategy,the statistical yearbook data do not necessarily represent the real output of the industry,electron and communication equipment manufacturing industry is in a state ofdiminishing returns of scale, shows that the industry is in excess, idle and waste ofresources phenomenon; And electronic computer and office equipment manufacturingis in a state of increasing return of scale, the industry belongs to the emerging industry,it has not yet reached scale. This article selects external factors which influence theefficiency of the western region high technology industry technology innovation,including: human capital stock, the project completed and put into operation rate,economic openness, the government financial support for regression analysis, theresult show that the human capital stock and technological innovation efficiencypresent negative correlation, to a certain extent, it shows the western region exists agreat waste of human resources, thus become the important influence factor oftechnical innovation efficiency.
