The Quality and safety of dairy products is directly related to consumers'health and safety, and influences the income of farmers and the survival and development of enterprises. Effective protection of quality and safety of dairy products is of great significance to the dairy industry. However, in recent years, the security incidents of quality have seriously affected the healthy development of China's dairy industry. Meanwhile, the dairy production process involves many aspects, while the present control of dairy products'quality and safety is limited to the raw milk production and dairy processing, and they are not closely ties with each other, so can not control the whole process. It's necessary to apply supply chain management theory at various aspects of dairy production to get the full control ,and improve the quality and safety of dairy products. Hebei Province, known as a dairy base in China, by the "Sanlu" events, is greatly frustrated in the dairy development and restricted in the economic development. Therefore, accelerating the control system of quality and safety of dairy products based on the supply chain management in Hebei province, to solve local practical problems, so it is of great significance for the dairy industry in Hebei Province.In this article, the main theoretical basis and the current of quality control of dairy products at home and abroad have been expounded as a summary description, under the premise of the concept of supply chain management and the quality and safety of dairy products. First, according to supply chain management theory, survey the current situation from the raw milk production, purchase, transportation, storage, processing and sale of dairy products respectively. It is found that the current problems in quality and safety of dairy products are mainly reflected in the cowshed's sanitation, feeding methods, Standards for the qualifications, the temperature of transportation and storage, food additives, packaging materials, cold chain sales, etc. Secondly, there is a depth analysis on the causes that affecting the quality and safety of dairy products in Hebei from the internal and external factors. The external factor is analyzed in political and legal, economic, social and cultural, technology, using PEST method. According to the supply chain management theory as well as the practical research and analysis, there are five point for the internal factors:1. the basic quality of the main part in the dairy supply chain is not high;2. the awareness of food safety of the main part in the dairy supply chain is not strong;3. business management in the dairy supply chain is not standardized;4.the funds for raw milk Production and the milk purchasing prices;5. consumers'brand awareness has been gradually strengthened. Finally, in this article, applying the theory of supply chain management and HACCP system, as well as the related content of the dairy products'quality and safety, it designs a control system of quality and safety of dairy products based on the supply chain management in Hebei province, and also proposes solutions proposal for the reasonable running of the system. Related measures are put forward from the five parts of dairy supply chain, involving government, business, farmers and consumers. Government, as the executive body, should supervise and regulate the quality and safety of dairy products; Businesses should strengthen their own management, also have an obligation to provide technical guidance to farmers to ensure the safety of dairy production; Farmer's primary task is to improve their food safety awareness and learn scientific and reasonable method of feeding; consumers should improve the identify ability and enhance rights protection awareness.
