According to the National Bureau of Statistics population sample survey data, In 1998,the country's aging factor had reached 7.43%,so our country entered the old-age countries camp and the old population in rural areas accounting for about 75% of the old population. At the end of 2006, the old population over 60 in Hebei province had reached 8.1 million, which accounted for 11.4% of total population in Hebei province and the average annual growth rate of the total old-age population in Hebei was about 3%. With intensify of the aging problem, the rural old-age problem was prominent.
