Study On Rural Social Old-age Insurance Under Population Aging Trend In Hebei Province

Hebei is a big agricultural province, agricultural population base being large, large number of rural elderly population, problems of aging facing being serious. As a product of the human society to a certain stage, aging of the population brings growing Old-age insurance needs. In order to effectively do the work of old-age security of farmers well, on June 24th, 2009, the State Council decided that to carry out the new rural social old-age insurance pilot in the counties (cities, districts) which occupies 10% of the State; September 1st, the State Council issued the "the State Council on to carry out the new rural social old-age insurance pilot guidance." In the trend of aging population, the problem of the rural old-age of Hebei province has gradually become a serious social problem.November 13st, 2009, the Hebei provincial government formally issued "the views of new rural social old-age insurance to carry out pilot implementation ", the first pilot is the counties (cities, districts) which occupies 10% of the province, then expand the pilot step by step in accordance with the State, to achieve basic full coverage of rural school-age population before 2020.The research on the problems of the rural social old-age insurance, laies the foundation for the development of practical development of rural social old-age the rural social old-age insurance of development and construction of new socialist countryside.Based on the existing research results from home and abroad, the aging population trend as the starting point, this paper studied the rural social old-age insurance of Hebei province deeply, and both of aging population in Hebei province and the rural social old-age insurance were substantive researched, a certain breakthrough to the past which only study the trend of the aging population in Hebei province, or only the analysis of the rural social old-age insurance.Firstly, this paper analyzed the process and development status of population aging in Hebei Province,and established a gray model to quantitatively predict the aging trend of the rural population in Hebei province, then analyzed the influence of which the aging population to the rural social endowment insurance in-depth;Secondly, this paper described the evolution process of rural social old-age insurance of Hebei Province, and from the start of timing data and interface data, using the method of vertical and horizontal comparative analysis, the development status of the rural social old-age insurance were analyzed, and the existing problems of rural social old-age insurance in Hebei Province was in-depth study;and then, from the government, the village collective and rural areas and other aspects, the factors which constrained the development of the rural social old-age insurance were analyzed, in which established a nonlinear regression model to empirical research the capacity of which financial supports the development of rural social old-age insurance; Finally, based on the qualitative and quantitative analysis, measures and suggestions to improve the rural social old-age insurance in the trend of the aging population were made.
