With the development of economic globalization and science technology, and the increase of personalized consumer demand, it is rising that the environment of fast-changing market needs production efficiency, just in time and flexible. It becomes one of the key problems that how can make a more rational production plan which can meet the individual needs of different customers and take full advantage of existing capacity. When production enterprises carry out arrangements according to the demands of forecasts and orders, it is difficult to deal with the emergencies in the process of production (such as receiving new orders, chargeback, etc). The production plan and control methods based on the theory of constraints (TOC) can achieve the best match between customer needs and business capabilities. So, it can obtain ideal results after introducing theory of constraints when dealing with the dynamic inserting production plan and control issues.Based on traditional inserting mode, the paper introduces concepts and methods of theory constraints, establishes system architecture of insert order production plan and control methods based on TOC and then conducts research on the planning and control methods.The paper analyzes the situation that may arise when inserting order and the factors affecting insertion orders, then makes the priority of the orders to be inserted sorted by using Grey Relational Analytic (GRA); the paper also studies the algorithm of back single inserting and extended inserting combined with TOC.The paper determines feeding time and establishes the production rhythm by using the bottleneck resource monitoring method; toward the bottleneck scheduling problem under bottleneck resource conditions, the paper, taking the workpiece delay and planning period detention of the workpiece number as target, sortes the critical tasks of bottleneck resources and completes the appropriate sorting algorithm.According to the management concept of theory of constraints (TOC), the output of production line is determined by the bottleneck machine. The paper analyzes and designes the production line balancing based on material flow balance and theory of constraints concepts, analyzes the block levels of the bottleneck machines caused by the non-bottleneck machine, and then designes protective capacity models of the working machine before and after bottleneck, which make the bottleneck not subject to processing time fluctuations of non-bottleneck in order to ensure the balance of logistics line and effective output.Based on above studies, the paper realizes the design development of prototype systems by using C# program combined with SQL SERVER 2000 database management platform.
