Enterprise information evaluation is an important link in enterprise information construction. Research deeply on enterprise information evaluation method to evaluate enterprise information level objectively, is important for government to make economic development strategy and perfect information industry development policy, it's also valuable for enterprise to improve information level and improve competition.To satisfy the requirement of enterprise for enterprise information evaluation, as a result of fieldwork and analysis of present status of enterprise information evaluation researches at home and abroad, Based on this, the paper of the existing system of indicators to complement and building water conservancy information index system Analytic hierarchy process and Delphi method are used to determine the weight indicators. Combined the level of law and grey system theory (that is grey multi-level approach) construction of it. In addition to verify the scientific nature of the assessment model, reasonable, departments of Sanmenxia Reservoir Area Board a comprehensive evaluation.Papers were divided into five parts:Part I:Analysis of the background research, analyzed Study on water information construction theories, and water information construction evaluation index system of dynamic, this index system for the establishment of reference;Part II:In-depth analysis of water information construction features on the basis of the existing system of indicators to improve added that the establishment of water information construction Evaluation System;PartⅢ:The more comprehensive evaluation of indicators and evaluation methods of research, selected Delphi method and level of analysis of indicators weight; accordance with the number of targets and indicators of the characteristics of selected grey-level analysis and theory building water information construction assessment model;PartⅣ:An Empirical Study. Departments of Sanmenxia Reservoir Area Board as an example, to verify the text in the construction of the scientific assessment model and practicality; PartⅤ:Conclusion.This paper on the work done by a summary of the conclusions drawn this paper, and the need to further study and improve the local and future research directions.The conclusions summarized as follows:(1) On the existing index system for the perfect complement, an increase of development conditions of indicators, building a water information construction index system; the system consists of three parts:target layer, three first grade indexes, and 20 secondary indicators.(2) application-level analysis and the Delphi method to calculate the various indicators of weight, and with grey multi-level analysis of the construction of evaluation model. The evaluation model content includes:one evaluation matrix of first grade indexes and second index, and the assessment of the comprehensive evaluation of target. This universal model can be used to evaluate various types of water conservancy information;(3)Empirical research on departments of Sanmenxia Reservoir Area Board the comprehensive evaluation value of information construction, the results consistent with the actual situation, which proves the scientific and practical of our evaluation model.
