Shanghai is the biggest commercial city and economic center in China. In the Early 90s of last century, Deng Xiaoping gave a strategic vision of the development and the functions of Shanghai. The construction of Shanghai International Trade Centre was beginning.At present, the international trade centres were divided into two types by the functional position:One type is "processing trade", New York, London and Tokyo as example. The other one is "entrepot trade", like Hong Kong and Singapore. The difference between the two types is that the processing international trade center has a broader domestic market, with the dual function of domestic and foreign trade.The common point is their economic structure is externally oriented. It relays on large-scale trade to develop industrial production, transport and logistics, shipping, financial settlement,etc.In the 1990s, the development of traditional international trade center shift to emphasize the status of trade in services, a kind of comprehensive trade pattern stressing both in goods and services. Traditional international trade center has gradually developed into to a functional and features of network of modern international trade center, becoming a world city. Combining with the development trend of modern international trade centre and considering the variety of resources in Shanghai, the purpose of Shanghai international trade is to build a morden international trade centre of the common features of both type and allocating all the resources rationally and service function and elements of information network as the characteristics.After joining in WTO in 2001, the volume of our foreign trade grows rapidly. It also increases in Shanghai and has its own characteristics. Overall, Shanghai's basic goods trade growth mode can be summarized as in foreign enterprises as the mainstay, manufactured goods mainly, processing trade and general trade grows mutually. The growth rate of trade in services grew more slowly than in goods, but its main component in productive services trade is related to trade in goods. The gaps between Shanghai International Trade Centre and Hong Kong International Trade Centre are the volume of economic and trade, infrastructure, service system and the international level and so on. Based on these data, analysis and comparison, this paper will propose the problems in the construction of Shanghai International Trade Center. The main problems are:the core of trade center construction is to improve the power of trade both at home and abroad with emphasis on building a modern, standardized wholesale market; the establishment of supporting facilities, like to promote the construction of international financial center and the establishment of well-developed transportation network, to promote international shipping center building; government planning, coordination and supporting are essential; people with complex knowledge of the international trade are needed and we shall also pay close attention to building support system of trade in services.According to the theory of industry transferring and the actual situation of China, industrial layout has been gradually from coastal areas along the Yangtze River to China central and western regions. The Construction of "industry transfer demonstration zone" in Anhui is based on this strategy. By the analysis of international trade situation in Anhui and the linkage of trade between Anhui and Shanghai, the paper discusses ways and means to solve problems and put forward corresponding countermeasures. It illustrates that they can take advantage of each other's strengths in goods trade. Anhui would use the market and the advantages of services in Shanghai to develope its services trade. Combining the construction of a transferring of industry demonstration zone in Anhui with constructing Shanghai International Trade Center, it reflects a win-win effect. |
