The county economy as the basic elements of the national economy, its development must also be closely related with the international market.34years since reform and opening up,foreign trade as an important content of opening up has made a contribution to the development of county economy. In order to accelerate the pace of urbanization, change the existing dual economic structure and promote the development of county economy in China, we take Huaining County of Anhui Province as an example, to make empirical research, and discuss the important role of the development of foreign trade of the county economy. This paper summarizes characteristics of the county whose foreign trade are developing well as following:Firstly, lay a solid industrial basis and possess a large total economy. The root element in the development of foreign trade is the remainder of the product, and therefore a regional level of economic development to a large extent will be the foreign trade promoted. Industrialization, urbanization and industrialization of agriculture and the development of foreign trade is a two-way causality. Secondly, the geographical advantage. Among Hundred Counties where foreign trade developed well are mostly districted in Zhejiang, Jiangsu, Shanghai,Guangdong and other coastal area. Thirdly, the development of the county depends on its comparative advantage. In a variety of external trade patterns, some aggregation of the labor force, and some need the knowledge gathered, some aggregation of the capital, some aggregation of resources. In order to achieve the rapid development of foreign trade, counties must have their own comparative advantage. Fourthly, the courage to reform and the courage to innovate.Sunan,walked in the forefront of the reform and not tied to the traditional economic system, has achieved rapid development of foreign trade.
