Co-ordination Of Land Consolidation And New Country Construction In Henan Province

Henan Province is the first province on grain-producing but also a less developed province on agriculture and the province which has the most people. The area of Henan province is 167,000 km2, accounting for 1.73 % of the area of China. Henan Province has a total population of 99.18 million, of which 63.45 million are rural population, so the people in countryside account for 64% of the total population. The launching of the new rural construction has a great significance on the resolving of the issues concerning agriculture, countryside and farmers and to balance urban and rural development. But the practices also show that land consolidation also plays a huge role in all aspects of life in rural production, such as improving the condition of agricultural production, increasing peasants' incomes, maintaining the balance of the rural land production.At the origin and during the process of land consolidation, land consolidation constantly adjusts and improves with the developing of the natural, social and economic development. With the development of the economic and the socialist, our country has entered a stage of co-ordination development of urban and rural, industry promoting agriculture and cities driving the rural areas .In the Fifth Session of the Sixteenth Central Committee of the CPC, the major historical mission of building a new socialist countryside which was put forward in the eleventh five-year plan also proposes new requirements towards the land consolidation.At present, land consolidation and new rural construction have entered a new stage and have became the two most important rural projects at this stage. Carrying out the real-time co-ordination of land Consolidation and new rural construction relates to the extension of connotation and how the land construction serving for the new rural construction better. How making greater efforts to resolve the problem of three dimensional rural relating to the co-ordination of the new rural construction and the problem of maximizing the overall efficiency. Through the research of the inherent relationship and the associated index of land consolidation and new rural construction,we can further clarify the direction of the development of the land consolidation in the next period and achieve sustainable development of it.On the basis of land consolidation and new rural construction studies made by the professors and scholars from universities and institutes ,this paper analyzes the intention ,relationship and content of land consolidation and new rural construction. Through the actual research of land consolidation and new rural construction in Henan province , the paper analyzes the related indicators of land consolidation and the new rural construction .Combining the practices of Henan province, the paper also analyzes the land consolidation and the new rural construction from the perspective of time and space .At last, the paper proposes the content which the land consolidation should support and the sustainable development co-ordination mode of the land consolidation and the new rural construction at different regions of Henan Province during the different stages of the new rural construction. Combined with practical examples, the paper analyzes the related index and other content of the land consolidation and the new rural construction. Aiming at the questions in the co-ordination of land consolidation and the new rural construction in the actual state of Henan province, this article concludes with overall strategic and development initiatives about the land consolidation and the new rural construction to insure that the co-ordination between the two can achieve sustainable development at different phases and in different modes.
