With the continuous development of urbanization and industrialization, Gap betweenurban and rural areas are widening,the contradictions of the urban and rural structure arehighlighting, the land resources of the urban and rural are not being reasonably utilized,hindering the social and economic development of our country.Report to the EighteenthNation Congress of the communist Part of China, We should better balance urban and ruraldevelopment, boost rural development, work to narrow the gap between urban and rural areas,and promote their common prosperity. So,it is important to optimize allocation of rural-urbanconstruction land use.This article are based on the summary of the research both at home and abroad, a case ofYueqing,acounty-level city of Wenzhou, by adopting the combination of qualitative andquantitative methods, using software such as ArcGis, SPSS, AHP.Analyzing characteristics ofland use dynamic change and driving force factors in yueqing city from1996to2009. Fromthe main land use quantity change, land use degree and land use type change of the regionaldifference is analyzed;Then measure on potential co-ordination of urban and ruralconstruction land to2020, from two aspects of quantity and space, reasonable plan aco-ordination to study, Predicted by applying the method of land per capita in the number ofurban construction land in2020. By the correction model of per capita rural land use standardmethod, measure of potential co-ordination of rural residential land and the increase of urbanconstruction land of comparative analysis.Reveals the increase or decrease amplitude of land use dynamic change in YueqingCity.each towns were a significant difference between the internal.The main driver of thechange of the study area land use were population, economic development level, agriculturaldevelopment level and the social mechanism.Furhter revealed in2020, only the theoreticalpotential values meet the needs of urban construction land increase, but the difference is bigbetween potential value and the increase of urban construction land, it is difficult to completethe task of the urban and rural construction land. The contradiction between urban and ruralconstruction land should be reduced by the method of compensation in the first and taking upin the back\returning turnover indicators in stages. Put forward the corresponding measures,so as to relieve the contradictions of land,accelerating an overall coordination developmentbetween urban and rural areas in China.
