At present, the public telecommunications business presents the situation of "tripartite confrontation" in our country, the telecom mobile communication market competition among China Mobile, China Unicom, China Telecom is very fierce, China Unicom want to be sustained and rapid development in this environment, as the core part of enterprise management, strategic management of human resource appears important significance.This paper research Daqing Unicom Company’s strategic management of human resources by using the method of questionnaire, case interview and literature research method. This paper starts from the related theories of strategic human resource management; theory of human resource strategy is discussed. Then, research and analyze the status quo of human resource management in Daqing Unicom Company by using the questionnaire survey and case interview, and summed up the questions in strategic human resource management. Then, by using the PEST analysis method and SWOT method, this paper respectively analyze the company’s external and internal environment on the human resource management strategy adjustment, to determine Daqing Unicorn’s goal about the strategic management of human resources. Finally, according to this goal, system strategic human resource management scheme suitable for Daqing Unicom, the project mainly includes the following aspects:optimizing the foreign recruitment system, adjusting the post configuration mode, improving the performance management system, optimizing the salary management system, adjusting the human resource training system and establishing the enterprise’s core values.Through the study of the strategic human resources management of Daqing Unicom, the reason of human resources management problem is straighten out. Thus, reasonable suggestions of manipulation are provided to improve the level of human resources management of Daqing Unicom Company. At the same time, this study also provides references for other telecom enterprises to improve human resource management level positively.
