Under the background of fully implementation of decisions made by the centralcommittee of the communist party of China on a number of major issues of deepening thereform, accelerating the pace of modernization is bound to deepening the reform of stateenterprises. In the course of building modern enterprises, human resources has beenrecognized by state-owned enterprises as the most important strategic resource. Strategichuman resource management is an organic combination of two essence of enterprisemanagement, namely, strategic management and human resource management. In it,traditional human resource management is uplifted to a strategic level. Currently, humanresource management strategies are core components of the enterprise overall developingstrategies. Human resource management strategies are widely used by enterprises for theirstrategic and initiative features and advantages on improving enterprise competitiveabilities.In this paper, Daqing Piping Company is the subject of study. Through informationresearch, questionnaires and interviews, the status qua of human resource management isrevealed. The author describes the internal and external factors contributing to themanagement and made SWOT analysis. With related theories applied, combining thefeatures of Daqing piping industry, a multi-dimensional strategic system is made to thecompany including goals, plans and guarantee, which enables the strategic management ofhuman resources of the company.
