Research On Scheduling Control The Major Scientific And Technical Projects In Daqing Oilfield

The significant science and technology project is the key of enterprise technology innovation. Effective project scheduling control is not only the important guarantee of technology R&D project success, but also the urgent needs of transforming the existing research management mode and optimizing management process. In the process of project research and implementation, scheduling control can standardize the project implementation, so strengthening the process control can reasonably arrange project schedule, effectively use the science resources, reduce the project cost, and improve the technology development. In Daqing oilfield, scheduling control of the significant science and technology project has an important effect on the success or failure of the enterprise core technology research and development, it also is directly related to the development of Daqing oilfield's scientific and technological innovation in the future.Based on elaborating the science and technology project characteristics and the project schedule control theory, this paper analyses the current situation of management system and current scheduling control method about the significant science and technology projects of Daqing oilfield, sums up the main existed problems of organization, motivation, evaluation and risk assessment in project management system, and points out the insufficient of the current project schedule control methods about systematicness, complexity and dynamics.Based on the analysis of the above problems, this paper puts forward the corresponding countermeasure that can consummate the management system and scheduling control methods of the significant science and technology projects in Daqing oilfield, focus on the improvement of project scheduling control methods, discusses that in project scheduling control, how to establish hierarchic WBS and introduce the fuzzy sets and optimization theory, apply the fuzzy PDM to work out the scheduled plan, and then comprehensively optimizes the schedule management of the significant science and technology project.The special research of the significant science and technology project scheduling control in Daqing oilfield can enrich and consummate the science and technology project management theory of the petroleum enterprise, help domestic petroleum enterprise to realize the effective scheduling control of the science and technology project under the guidance of the scientific theory and method. The research results have the certain reference value for management practice of the significant science and technology project in domestic petroleum enterprise.
