Research On The Evaluation And Innovation About Safety Management Of Construction Project

In recent years, as China's rapidly increasing infrastructure investment, the construction industry has been booming, but at the same time, China's construction in the field of production safety situation is very grim, the high number of casualties construction works, the construction industry become one of the most casualties industries. China also issued a series of construction safety laws and regulations and technical standards, but because of construction enterprises of his lack of security protection and security in the consciousness of our security supervision organs enforce the related laws and there is also a problem, and china's insurance market is not perfect and rising problems, our building construction safety standards of management need a great deal of improvement.This text compares and analyzes the gap of safety management in construction project between China and foreign countries, and points out the problems in the safety management of construction project in China, including enforcement and the way of supervision organs, the education of building employees, the awareness of safe investment, the insurance mechanisms and so on. Based on the viewpoint of system, this paper constructs the safety management evaluation index system of construction project in four aspects of the safety production management system, qualification, agencies and personnel management, security management of technology and equipment and facilities management, established the fuzzy comprehensive evaluation model based on Extension theory combining with the extension theory, the evaluation model was applied to case studies, and the results of the application have verified the feasibility of the model.Based on the safety management pattern of construction project, the safety management system and the management methods for innovation, this paper first establishes security "voluntary agreements" mode between the government and the construction enterprise, and a balanced economy game analysis of how is the players final agreement reached on a voluntary these issues,aiming at the course of "voluntary agreements" mode. And then the text structures a review of safety administration of the"community "mode, proposing the establishment and constant improvement of the distribution system about duties and profites, the insurance system of safety and liability and performance evaluation system for the construction unit, with using the method of WBS-PHA for application of construction safety management. Finally raising the piont of the view of the safety training, safety and technical management, the environment of construction business and the systerm and the organization of safety management, to present the countermeasures of promoting the innovation about safety management of construction project.The results of this research has important guiding significance for recognizing the current situation of construction projects in both the domestic and foreign countries, analysis of the problems about construction projects in our country, active discussion about the innovation of safety management, the adoption of measure to prevent accidents and reduce the probability of accident and the promotion of the healthy development of construction industry.
