A Research On Benefit Assessment Methods Of China's Financial Investment In Construction Of Research Conditions

China's fiscal investment in science and technology showed a rapid increase in the trend recent years. This contributed to the rapid development of science and technology, but also made the efficiencies of fiscal spending more concerned. As an important factor to the efficiency of scientific and technological activities, financial investment in construction of research conditions plays a basic and far-reaching impact on the overall efficiency of research units. However, some changes have to be made when applying the general benefit assessment methods to it because of its specificity, according to its unique way of affecting the outputs of science and technology.Both the qualitative analysis and quantitative analysis were used in this paper. The qualitative analysis was mainly reflected in the discussion on a variety of efficiency evaluation methods, while the quantitative analysis in the application of the main methods, using the special fiscal fund for national public institutions in repairing and purchasing as an example. The data required in the quantitative analysis was from the management of the fund, as well as the websites of the referring institutes and CNKI.Firstly, learning through literature, the main methods that could be used for the efficiency evaluation on fiscal expending were generalized and classified by their perspective of application, maturity and so. Then a discussion was made on the advantages and disadvantages of these methods, as well as their applicability. Also, it was studied the adjustments required when using these methods to measure the efficiency of financial investment in construction of research conditions. Based on this analysis, a methods path of performance evaluation on financial investment in construction of research conditions was concluded. Furthermore, these methods were carried to application, using the special fiscal fund for national public institutions in repairing and purchasing as an example. The results of the evaluation were also explained.It was proved in this paper that the results of efficiency evaluation on fiscal expending had closely relations with the choice of methods. It could be concluded that that the purpose of the evaluation should be highlighted, that the evaluation methods should be chosen wisely, that the results of the evaluation should be looked at with an objective view, that macroscopic evaluation and microscopic evaluation should be combined, and that the evaluation methods should be continuously improved. Also, it was suggested that the benefit evaluation on the funds in science and technology should be expanded, that the monitoring methods of financial investment in construction of research conditions should be improved, and that the structure of financial expenditure in science and technology should be optimized.
