Early-warning Study On Logistics Safety Of Agricultural Products

Three Rural Issues is the top priority of our Party's work. At present, to vigorously develop the logistics industry of agricultural products and construct perfect distribution system is the key to solve this problem. February 25,2009, Chinese Premier Wen Jiabao chaired the executive meeting, and the meeting announced nine key projects for the revitalization of China's logistics industry.This meeting also emphasized the development of the logistics for agricultural products.But, in China, the logistics of agricultural products is still in its initial development stage, and it also shows extensive growth. Our logistics system of agricultural products is not perfect, and there are series security problem exist in the logistics of agricultural products. According to statistics, the loss rate of China's fruit and vegetables and other agricultural products in the transport, storage and distribution process is of 20%-25%; Security issues of agricultural products greatly hinder the logistics development process of agricultural products. And it also increased the health risk of people's lives, by which the quality of life is lowered. Therefore, it is urgently necessary to establish an early-warning mechanism for logistics security of agricultural products. On July 2,2008, the early warning mechanism of logistics industry was officially launched, which provided an opportunity for the logistics early warning study of agricultural products.According to this, this thesis first summarize the related research findings, and then give an early warning indicator system, which is based on the analysis of the current safety situation and the reasons for the logistics of agricultural products. It analyzes early warning principle under the integration of triangular fuzzy theory with weight determined theory. This paper makes support analysis of early warning from the perspectives of government, industry, and business, design the function modules, and build early-warning mechanism for logistics safety of agricultural products. Referring to experience of foreign public crisis management, it presents an early warning system, which is based on the government's public management and the current status of agricultural logistics; In the end, it analyzes the regional logistics early-warning cooperation of agricultural products among China, Russian, South Korea and Japan, provides the integration strategy of agricultural logistics resource, and gives the cooperation measures and advises for early warning of four countries.In this paper, we mainly do theoretical research of the logistics early warning for agricultural products. The innovation is the design of the early warning system for agricultural products logistics based on the government public administration, and it makes analysis of regional early warning cooperation.This thesis is divided into six chapters:In the first chapter, it firstly introduces the backgrounds, the meanings and the main research results of this dissertation. And then it introduces the main contribution of this thesis.In the second chapter, it summarizes the current safety situation and the reasons for the logistics of agricultural products, then it put forward an early warning indicator system, and also it analyze early warning principle under the integration of triangular fuzzy theory with weight determined theory.In the third chapter, this paper analyzes the necessity and premise condition of building an early warning mechanism. And then it makes support analysis of early warning from the perspectives of government, industry, and business, designs the function modules, and builds early-warning mechanism for logistics safety of agricultural products.In the forth chapter, referring to experience of foreign public crisis management, it presents an early warning system, which is based on the government's public management and the current status of agricultural logistics; it tenders early warning system, which is designed based on the government's public management. This system consists of dynamic monitoring system, detection system, database system, alarm processing system, the government support systems, customer service system.In the fifth chapter, it analyzes the logistics safety warning cooperation of agricultural products among China, Russian, South Korea and Japan. This paper introduces the basic conditions of cooperation between the four countries, analyzes the situation and features of four countries'logistics resources, and provides the effects of resource integration. Besides, it uses AHP method to analysis resource evaluation of the four countries. At last, it put forward cooperation measures and suggestions.In the sixth chapter, a summary of the research results is given.
