A Study On Construction Of Early Warning System Of Food Safety Of Changde City

Objective:food safety issues are very important, because it not only affects the physical health and safety of every one of us, and also affects the economic and social development and social harmony and stability. Food safety is a major global problem, but also the most important livelihood issues. Food safety issues affecting not only the credibility of the Government, a deeper level of impact will give the country's economic development and social stability. In particular, a series of food safety incidents occur, causing extreme concern of the people for food safety issues, but also put food safety on a un-trustable situation, this has indicated that reform is urgently needed for China's food safety regulatory system. Learn from foreign advanced food safety regulatory experience, to build a food security early warning system can be effective prior to control food safety incidents, and can minimize the harm to a certain extent, thus ensuring food safety to ensure the health and safety of people's lives. The purpose of build up a food security early warning system of Changde City is to reduce the probability of occurrence of the City in the event of food safety issues and to ensure food safety.Methods:In this paper, through research of the domestic and international food safety and food security early warning of and used quantitative method of analysis the food safety status of Changde City and pointed out the problems of food safety status of Changde City. Also this paper has combined the current food safety situation, and built up a framework of food security early warning system of Changde City. In addition, it has investigated the relevant regulatory authorities and collected data related to the Changde food safety data, used designed evaluation method to evaluate and analyzed those data and figures.Findings:(1) Through the relevant statistics, analysis of results has found:Changde city has yet to establish a food security early warning system.(2) the current food security situation, although the overall good, but still there are certain problems.(3) Primary agricultural products susceptible to environmental pollution.(4) The use of pesticides and fertilizers production regulator is not standardized.(5) The majority of day-to-day business activities of certified enterprises are more standardized, but the small portion of unlicensed workshops which driven by economic interests, not in accordance with the provisions of the organization of production is difficult to ensure the safety of food produced.(6) The regulatory system has not been perfect.(7)Some of the food stores, farmers' markets and urban-rural fringe there are operating without a license and permit expired (8), Changde City, has certain conditions for the establishment of food security early warning system, use of early warning system can reduce the probability of occurrence of the safety problems.Conclusions:(1) a framework of food security early warning system is a prerequisite for build up food safety early warning system of Changde City should build (2)Changde food safety warning system should design a standard evaluation system which is good for the scientific assessment of food safety risk assessment situation.(3) Early warning system should establish a food safety risk analysis team of experts who provide strong support accurate performance data analysis.(4) To strengthen the food security early warning system should be integrated regulatory and inspection agencies, improve food safety laws and regulations, and deepen to improve food safety regulatory system.
