A Research On The Problem Of Urban Communities Supplying Public Goods

Urban communities are increasingly becoming the basic unit of supply and consumption for public goods. However, the existing supply system of public goods can not meet the multiple needs in the transition community. The reform of traditional management methods and services, establishing a new supply system of public goods to meet the growing needs of the community, has become the center task of building a harmonious community. So the community-based organizations as the main force of the community to achieve self-government will become the effective supply of community's public goods subject. How to rely on the community's efforts and use community resources to improve the environment of the community, meet the residents' needs of public goods, and strengthen community residents' satisfaction and belonging that has a profound social significance which strengthening community functions, solving community problems, building a harmonious community, and thus to promote harmony in the community and stable in the whole society.Based on previous studies, this thesis analyzes and elaborates the Supply-Side Theory of the public goods, and analyzes the forms, autonomous organizations of urban community and features of public goods of community. From the historical process of social management system of city in China, this thesis analyzes the situation and features of public goods in the two levels of city management system under the unit and street, and the necessity of supplying public goods in the community management. Upon these, this thesis studies and analyzes the experience of the western developed countries in supplying public goods successfully. According to research, such primary conclusion can be achieved: being the main force in autonomous organization the community organizations in our country will become the main effective suppliers. This thesis uses questionnaire survey and analyzes the current situation of urban community in supplying public goods finding there are many questions, and analyzes the reasons proposing five suggestions for the urban communities to supply public goods more scientifically and effectively, which include by legislation give autonomous organization right for community providing legal guarantee for community to supply public goods; Cultivate the community attachment and responsibility of the community residents to strengthen their sense of community; Depend on community strength, integrate community resources, broaden community funding channel; Expand scope of public goods improve its specialization; Learn the western countries'experience to develop non-profit organizations in community.
