Explore The Role Of Government Change In The Supply Of Public Goods Of Community

Communities public goods refers to the public goods, including community services, community health, community environment, community policing, community culture, community health care and so on, which are consumed equally to satisfy community residents'common needs in the scope of communities. Since the economic reform, China's economic structure and social structure has changed greatly, the relationship between urban residents and communities are getting closer and closer, community public goods have become the main part of urban residents'basic public needs. The traditional"single supplier"institution arrangements, in which the government is the main body to supply the public goods, can not meet the diversified needs any more in the transitional period. In order to meet the changes of communities in the transition age, the government has carried out"community construction"to change the community public goods supply system since 80's in the last century. In the various practices of local governments, the polycentric supply system, in which multi-body participate and cooperate in public goods field, has become the major direction.The transition from single government supply to polycentric supply of community public goods is a long-term process full of lots challenges. Due to the dominant position of governments in community construction, there is important theoretical and practical significance to define the role of governments in order to construct polycentric supply system of community public goods.In Chapter 1, the paper has firstly defined the concept of community public goods and proposed the question which was the main topic of the paper. Secondly, the paper has summarized the related researches on community public goods supply and government roles in domestic and foreign countries to prove the topic's significance. In the last, the ideas and framework of the paper are introduced. In Chapter 2, the paper has discussed the theoretical bases of the topic, including polycentric governance theory, civil society theory, enterprises government and new public service theory. In chapter 3, the process and status in quo of the transition of community public goods supply are analyzed. Specially, three aspects are included: the community under the planning economic system and the single center supply system; the change of community in the transition age and the polycentric supply system; the challenges in the process of the transition of community public goods supply. In Chapter 4, the paper has discussed the role of government in the transition process and analyzed the problems in practice. In Chapter 5, based on the study before, some tips of recommendation are proposed in the last. The paper argued that the government should be limited, service-oriented, and responsible and governance in law in the transition of community public goods supplies system. The government can change its governance idea, method; rationalize the relationship between itself and the other organizations, to support the development of social capital and civil society in communities to play a role in the process to construct polycentric supplying system.
