While the discussions like "one village","Empty Nester", the transfer of rural labor force of negativefactors, are presented in other areas, Xinjiang economy is facing the serious problem of the noticeableretention of surplus rural labor force. How to efficiently promote the transfer of rural surplus labor forcemakes a big difference on the overall development of the new rural construction and new towns, so weshould take a variety of ways and the different channels to make rural surplus labor force transfer smoothly.There are three main types of the transfer of rural surplus labor force in Bo county area:1we use thefolk "broker" type as in-place transfer mode.2, Organizer government assigning long-distance transfermode.3, villagers voluntary choice of the combination of the above mode. And there are many problems,such as:1, minority in out-work workers takes up the low proportion, and the style of it is single.2,Besidesthe approach of the transfer of rural surplus labor force is limit, employment information can’t fluentsmoothly in time.3, the government relevant policy is not perfect, the facilities are not available.4, thetransfer of employment departments can’t in harmony with each other, training methods lack attraction.In this study, the rural labor transfer problems in Bo county area are researched through themacroscopic and the microscopic two aspects, the results are not all the same. From the macro data inrecent ten years, the education can promote the transfer of rural surplus labor, but from the micro datacultural degree is not an important factor in promoting the transfer of employment.In this paper, through the empirical analysis result, the existing model Bo county system, andsummarizing the domestic and foreign relevant experience,what it reveals the Bo county of rural surpluslabor transfer is:1,according to the actual situation of the region’s population, geographical environment,itcan transfer surplus labor force.2, the choice of transfer mode must be based on the local actual situation ofeconomic development.3, the agriculture shouldn’t pay for the labor force transfer.4, it should promotelocal agricultural development,pay attention to the development of township enterprises and build theagricultural industry integration transfer mode.Finally according to the analysis result, and puts forwardrelated suggestions according to the features of Xinjiang Bozhou area.
