Enering into WTO has brought unprecedented opportunities for small and medium-sized enterprises, but also has brought huge chanllenges. The talents are the most precious resources for enterprises. An important issue that must be solved by small and medium-sized enterprises is to obtain and retain the core employees. First, this paper analyzes the reasons, the situation and the influence for the loss of key employees. Then it analyzes six practical activities that CEC Power Company uses to retain core staff. And then a retaining evaluation model is built. The combination of AHP and Fuzzy evaluation makes the result more scientific.
