At present, China has entered a period of rapid urbanization, in this process, a series of urban problems such as urban crowding, traffic congestion, environmental pollution, spatial tense and ecological deterioration had appeared gradually. Meanwhile, people's requirements about living environment, quality of life and survival status are changing constantly, moreover,the demands are getting more and more complex, the requests to be getting higher and higher. This inevitable evolutionary trend led people to take more concern about our own living environment and state. The question about how to build our city is becoming into a matter of urgency that we must consider seriously. However, building livable cities, improving people's living environment, building urban ecological system reasonably, and achieving a sustainable urban development will provide a reasonable reference model and practical ideas of construction to address these urban problems undoubtedly. Therefore, the theoretical research about the scientific system of "livable city" becomes the concern and the hot pot of discussion of the experts and scholars increasingly. At the same time, in view of the current status of urban development in Changchun, it makes a scientific valuation about the constructions of livable city in Changchun from the aspects of economic, environment, resources, etc. Then, it gets a summarization that the six dominant factors which impact the building of livable cities are urban security, economic strength, environment, infrastructure construction, culture and education, social security, etc. And, it clarifies the recent major problems in the process of building livable city in Changchun. Strengthening the public crisis management, promote economic development, strengthen urban environmental protection, speed up the residential environment, perfect infrastructure, accelerate the soft environment construction, etc.Finally, it proposes some paths and countermeasures to build livable city in Changchun.In this paper, the research on the construction of livable city in Changchun is still a basic research; it still has a lot to be examined after further efforts.
