Urban Livability Evaluation And Livable City Construction Research In Jiangsu Province

Cities are the main place for human activities. Especially after the industrial revolution, the city went through the rapid development and also achieved the prosperity of economy, science and technology and culture. The development of China's cities, especially after the reform and opening up, as a result of the excessive pursuit of economic growth also brought a series of problems such as traffic jams,environmental pollution, housing tension, huge gap between the rich and poor,employment pressure. Consequently, a contradiction surfaces between the problems in the real urban life and the people's pursuit of a happy and good life. Through exploring the problem at home and abroad scholars found the construction of livable cities is a very good way to solve this problem. Therefore, livable city has become an increasingly hot spot of attention and research of the experts and scholars, and the construction and practice of livable city has become the focus of the government and citizens.This paper, taking Jiangsu province as the research object, firstly analyzes the actual and political background of the construction of livable cities in Jiangsu province. At the same time by referring to a large number of related literatures at home and abroad, it combs the status quo of livable cities and discusses the theoretical basis of the construction of livable cities. According to certain principles, and combined with the livable city scientific evaluation criteria and other related evaluation systems,it builds a set of suitable evaluation index system for livable cities in Jiangsu province.Secondly, this paper uses the entropy weighted TOPSIS method to calculate the weight of each index,the optimal solution and the worst solution. Further it calculates the distance between the assessment object and the optimal solution, and the worst solution, and gets comprehensive and different dimensions of evaluation scores in the recent 10 years of 13 cities in Jiangsu province. It draws the following conclusions:Livable level of each city in Jiangsu province is a motley crowd with the southern regions of Jiangsu Province higher than the central area of Jiangsu Province,the central area of Jiangsu Province higher than the northern regions of Jiangsu Province.At the same time, the Gini coefficient and the coefficient of variation show that the gap between the cities has become narrowed. In time, most cities present the downward trend of fluctuations generally. In 2006, most of the cities hit the ground of their most livable city levels; Points dimension comparison points out a highest score for beautiful environment degree, and relatively low scores for live convenience degrees and cultural richness.Thirdly, this article selects 2006, 2011 and 2014 data, and according to the natural discontinuities grading method, divides the livability 13 cities in Jiangsu Province into four categories, respectively high level area, low-high level area, low level area and lower level area. High level area covers a small portion of the cities,and most cities are the low and the lower level areas. From the changes of the four types of area in three years, it can also be seen that the number of livable cities in Jiangsu Province presents a downward trend overall.Fourthly,this paper,by using Markov state transition probability matrix makes further analyses of transition between cities at different levels. It is found that in 2006-2011, some cities including Nanjing, Wuxi, Taizhou, and Suqian shift upwards;Yangzhou shifts downwards and other cities remain stable. In 2011-2014, Nantong shift upwards. Nanjing, Suzhou, Huai'an and Yancheng remain stable and other cities shift downwards.Finally, combining the above analysis, it finds out the problems existing in the process of the construction of livable cities in Jiangsu Province. The paper draws lessons from construction experience of outstanding domestic and foreign cities.According to the certain principle, this paper puts forward corresponding policies,suggestions and measures for accelerating the construction of livable cities. This can not only serve as important guidance and reference for the construction of livable cities in Jiangsu Province, but also a supplement to the theory of livable city development in our country.
