To promote the processing and distrbution of fabricated steel bar used in concrete structure is to take the place of the backward pattern of processing the steel bar in the scene, to improve the construction environment and the project logistics, to save the material and the energy and to raise modernization construction level. The processing and distrbution of fabricated steel bar is a cross-profession and trans-departmental system engineering. This project just started to develop in domestic a few years ago. The related research publications is extremely few. The fundamental research of this project will promote its application. The allocation of the processing and distributing center as a part of this system engineering, is the premise. The research of locating of the processing and distributing center will provide the theory basis for the constrution of processing and distributing center. This paper systematically studied the questions related to allocating of the processing and distributing centers.The paper reviewed the present domestic and foreign research situation of allocating theory, proposed the deficiency and some suggestion. Based on this, unifying the characteristic of allocating of the processing and distributing center, the systematical research should be started. Firstly, the logistics operation pattern and the detailed work flow of the center were studied. According to the allocatiing characteristic, centers were divided centers into two kinds: the points service center and the region service center. Then from the economic environment, the social environment and the natural environment these three big aspects, influencing factor of locating, and proposes the basic principle and the main step of locating were studied. The characteristic of centers'target clients and service demand that with related close to the center locating were deeply studiedBased on the spatial decision-making characteristics of allocating, GIS with formidable spatial analysis function to make decisions was applicated for candidate centers. After primary selection, according to the different characteristic of locating for two different types of centers, regarding the points service centers, the quota misalignment mathematical model was established to carry on locating decision-making, and the genetic algorithm introduced to carry on the heuristic solution; regarding the region service centers, the improvement fuzzy analytic hierarchy process was used to carry on locating decision-making. Based on the module type development technology, locating decision support system which based on ArcGIS Desktop was established. The functions of the system included data management, graphics management, spatial analysis, decision-making model management, and results show with the output, and system maintenance, etc. The system's overall construction, the modeling technology, the database technology, the interface technology and the technology of ArcGIS integrated with the decision model were emphatically researched Takind allocating of the processing and distributing centers that would be constructed by Fujian Construction Engineering Group as the study object, the satisfied result was obtained with the DDS.With the promotion of processing and ditributing centers and accumulating of related statistical data, may carry on quantitative researches to locating the region service centers based on the mathematical model, may furtherly improve the locating decision support system.
