| The global industry structure has shown the trend of changing from modern industry mode to service industry mode, The industry played a very important part in promoting the upgrade of industries, and relieving the employment pressure. Fujian province located in the West-Straits Economic Area, shared a serious of policies of special privilege. The governments in Fujian all put the service industry in a more prominent place. The service industry kept a rapid expansion trend, and a relatively perfect service industry system has been formed. But The level of the service industry in Fujian province was very low and the proportion in GDP was obviously lower than the average level of the word, and the spatial distribution of the service industry was not reasonable, the service industry in coastal and inland area was unbalanced and the compatibility was poor which went against the integral development of the service industry in Fujian province. So from the synthesis of the comprehensive development level and the incompatibility of the service industry and the developing trend in the whole land of Fujian province, the blueprint of the service industry in Fujian province was suggested and made which could provide a reference for the plan making of government and then promoted the sustainability of the service industry. The research was based on the qualitative analysis, and the evolvement of the service industry in the history of Fujian province has been discussed which made the current development situation and characteristics of Fujian more clear. The comprehensive development level of each region was calculated out from quantitative analysis, and the difference level of the development level has been quantitatively. At last the placement mode of the service industry development in Fujian province was constructed. The main research results were as following:(1)Since restructuring and opening, the service industry in Fujian province has made considerable progress, which has been the powerful backup of the economy development. But the development of service industry in Fujian province was still on the initial stage, the traditional industries of transportation, wholesale and retail trade and catering industry were still make up a large part in our economy. The proportion of the modern and newly developing industries of financial industry, information industry, computer service and software industry, scientific research and technology service were still relatively low. The service industry was facing a serious challenge.(2)Compared with other provinces in China, the service industry in Fujian didn't show great superiority obviously in its proportion in GDP and creating more jobs. Its proportion in GDP was even lower than the average level of our whole country. GDP per person in 2008 was 30123 yuan, 4337 dollars according to the exchange rate which was in the level of middle income countries according to the division of the World Bank. The developing strength of the service industry needed to be promoted.(3)9 indexes which could be used to reflect the differences of the different area developing level, and the development difference of service industry in each city has been analyzed with the methods of factorial analysis and projection pursuit. The results showed that the level of southern Fujian, middle Fujian and northwest of Fujian were very different and the unbalance between coastal and inland areas was obvious. From the analysis of many factors, we can see that the contribution of the proportion of per capita GDP, the added value of the third industry, the urbanization level and the added value of the second industry to the service industry were relatively large. Hence we should give priority to the factors related above in the making of some policies and strategies.(4)Gray model has been used to predict the output value of service industry of each region of Fujian province in 2009-2013, and the economy in these areas all showed a relatively rapid developing speed. During the years of 1998 and 2005, the difference index of each area fluctuated heavily, and the stability of the service industry was very poor; but since 2006, the difference indexes showed a uptrend generally, which indicated that the unbalance intensity of the service industry of these areas increased. Since the Eleventh Five-Year Plan, the government attached importance to service industry, and modern service industries and some new service industries developed quickly in some big cities, and compared with the backward areas, the development of modern and new service industries was not obviously. Traditional industries took the dominant places which due to the increasing distance of urban rural areas. We could see that it was very necessary for the government to conduct macro control and so from that the service industries in the backward areas could be developed by the supporting of government's finances.(5)Based on the situation of the unbalance of the service industry in regions and the affection factors due to the unreasonable distribution, the spatial distribution mode of the service industry in Fujian has been suggested. From the calculation of the specialization ratio of the service industry, the superior businesses have been evaluated, and also provided a reference for the service industry development in each region during the policy making of the government.(6)From the analysis of the SWOT methods, the advantages of the service industry were over the disadvantages, and also opportunities bigger than the crisis, and the service industry were facing a good developing opportunity. Combined the regional develop characteristics and the resource superiority according the each region, the paper has made the current situation and the shortages more clearly in service industry, and synthesized the present challenge objectively, taken the good advantage of service industry in Fujian presently to provide good suggestions for the service industry development to realize the sustainability of service industry. |
