The present work is focused on the study of the village land in Nan'an City, Fujian Province, with the purpose to change the current situation of disordered layout and extensive utilization of the construction lands, as well as to increase the current cultivated area. From different angles including the natural, economic and social aspects, the multiple potential of village land readjustments was evaluated to fit in the proper rearrangement mode, which may provide a scientific basis for the future land use planning and village land readjustment in Nan'an.By analyzing various parameters from the number of the rural settlements, the spatial distribution, the morphological characteristics, the historical changes in land use planning to the intensive use of rural residential lands, it is found that both the size of the rural residential land and the land occupation per capita have been increasing each year from 1996 to 2005 in Nan'an City, with a lower intensified level of regional construction land in 2005. Meanwhile, other problems, mostly including the scattered use of lands, the high construction cost of the infrastructure per capita, the free-range, instead of the intensive use of terraces, as well as the double land use emerged in the urbanization process, exist in the analysis.During the analysis of the potential consolidation of rural residents, based on the standard method of construction land per capita and rural settlements idle law for evaluating the consolidation potential, it is estimated that the theoretical consolidation potential will be about 3780.48 hectares when up to 2020. At the same time, with constraints of other natural factors such as the slope and the conditions of land use, it is proposed that the average coefficient for the cultivated land increasing is 35.76%, the value of which decreases gradually from the southern coastal plains, the central valleys to the mountain basins.According to above parameters of the theoretical consolidation potential and the average coefficient to increase the cultivated land, it is determined that the possible increased area of the rural residential land in Nan'an will be 1599.70 hm2 till 2020. And significant spatial difference is observed in the adjustment potential, where the potential increases in the southern and central area, but decreases in the western, eastern and north-east parts.Based on the comprehensive evaluation of the adjustment potential, the whole city of Nan'an is divided into three potential classes according to their current residential charactistics. Among these, the rural residential land reclamation of ClassⅠpotential area is built on the urban-rural integration model, ClassⅡis based on the village reconstruction and urban-rural integration model, and ClassⅢon the village and point reduction, remote removal model.Generally speaking, the rural settlement in order is a multidimensional problem that requires a variety of contradictions and problems to be solved. To safeguard the smooth implementation of the rural settlements, the present work propose some suggestions and countermeasures, which may be of help for solving the potential problems in this field from the rules and regulations, administrative, technical methods as well as the financing aspects.
