Based on the current internal and external economic situations and according to the requirements of sustainable development, the author puts forward the study on optimal exploitation speed of mineral resources based on maximization of mineral resources value.With comprehensive summarization of former domestic and foreign researches and with knowledge's of many subjects, such as Assets Evaluation Theory, Macroeconomics, Microeconomics, Economics of Resources & Environment, Statistics, the author systematically states the value theory, optimal exploitation speed of mineral resources.The study of mineral resources development is essential of optimal consuming. To resolve the contradiction between market requirement of mineral resources and economized utilization of resources, considering the sustainable utilization and development of mineral resources and optimal exploitation model, this article optimize the dynamic models of optimum exploitation speed. The article has established optimal exploitation speed model of mineral resources based on optimal consuming and maximization of the asset value. This model has also been used to evaluate the optimal exploitation speed of Yitai coal mine.Through comprehensive analysis of the condition and the utilization of coal mine resources, the article discuss the influencing factors of the optimal exploitation speed about coal mine resources and then make the influencing factors of the optimal exploitation speed about Yitai coal mine resources clearer through considering the actors of the optimal exploitation speed about district coal mine resources. According to influencing factors of the optimal exploitation speed of mineral resources, the article simulates optimal exploitation of Yitai mineral resources, coal mines to calculate the next 30 years, of the amount of the annual mining, and put forward the result of the overexploitation of Yitai coal mine, through quantitative methods to study coal resource depletion model.
