Constituency Risk Of Foreign Exploitation Of Mineral Resources Evaluation Studies

The asymmetrical distribution of the mineral resources and the reality of the economic globalization determined the globalization of mineral resources arrangement. With the rapid development of domestic economic, the assumption of resources is acceleratory increased. The dependent on the outside providing subsequently increase and the breakneck situation of the resources appear. For this reason, in addition to make more efforts to seek more domestic resources, apply 'go out' strategy to find and establish stable outside providing base which can change the current passive purchasing situation of single way purchasing in the international market and safeguard the security of the domestic resources. Only in this way, we can achieve the goal of building a well-off society and ensuring sustainable development of domestic economic. The varieties uncertainties and uncontrollable risks we confronted in the process of exploiting outside mineral resources which hinder our enterprises go out. We plan our outside development strategy of exploiting, using and protecting after comprehensively and effectively asset the risk is the necessary choice.Based on the reason I mentioned above, this paper proposes the methodology of the risk assessment system of the foreign mineral resources exploitation investment environment. First gives the risk assessment index system by finding the general risks and applying the expert investigation method, and computes the index weight by using the method of AHP; then puts forward two models which are grey and fuzzy comprehensive evaluation model and Grey clustering analysis model, and gives the steps of applying these two models; Finally Verifies the risk assessment system by using the example of Argentina. Altogether, the system which this paper proposes can assess the foreign selective area risk effectively, and help finish the work of foreign mineral resources risk Division of the selective area.
