Our country existing massive countryside extra labor force, this group of people like tide emerges the cities equally, transferring to non-farming industries, which has formed the huge impact on the existing government management system. In particular the international financial crisis in 2009 led to the employment of migrant workers increasingly difficult, and it has created the huge pressure to the Inner Mongolian employment situation. The migrant workers overall quality is low, lacking the practical skill and the technology. Therefore, the government must improve their quality through transfer training to satisfy the need of the new situation.From the view of the urbanization process, only by strengthening vocational and technical training of migrant workers can improve the quality of them. This question has already caused the attention of academic circle and all levels of the government. In 2003 the Ministry of Agriculture and other six departments jointly promulgated the "2003-2010 National Migrant Workers Training Plan". In 2004 launched nationwide the large-scale rural labor force transfer training work, and throughout the country also started "the spring breeze action", "rain and sunshine project" and other special training activities. My area also correspondingly releasing a series of stipulations and means, has taken some effective measures. But the existing government-led training system of migrant workers existence the drawbacks, the training mechanism not effective, the training quality not high restrict the migrant workers training work effectiveness. Based on this, this paper focuses on the transfer of employment of migrant workers in Inner Mongolia in vocational skills training for the study, from a public governance perspective, by use of rural labor, public management and public economics to probe deeply on the functions and roles undertaken by the government, enterprises, social organizations and workers in agriculture and animal husbandry in vocational training. With large amounts of data and practical investigation, this paper analyses the current situation and the existing problems of migrant workers in Inner Mongolia in vocational skills training, and explores the target-oriented public policy proposal.
